ASCAP does indeed send its goons all over the place. They actually work on commission. My wife and I were out to dinner a few months ago and got seated near the bar in the non-reservation section where you wit with whoever chance throws you with, and we met the wife of a guy who was doing exactly this work, which we discussed (I refrained from commenting on the work because I wanted to hear things from her point of view). He was having a tough time making a go of it, so you can bet he was hungry for a good "hit."
