I remember when I discovered the double overblow a while back. It wasn't like I came up with new technique. I built a better overblowing harp and I wasn't trying, either, it just all kind of came together. I'm far from the world's greatest overblower, but from my experience, it really helps if you've got a harmonica that goes into the overblow smoothly and the overblow stays overblown without you having to work hard to maintain it. 
I discovered it because my overblows weren't in tune on this one harp. I called Jason Ricci and asked him what was going on, he said some guys can bend up like four steps. 
On the flipside of the harmonica's attributes is something Sandy Weltman told me once. He said you can overblow any harmonica. It's all in the technique.
