Your statements about notes outside scales and non standard scales  
indicate you may be heading down a wrong path in understanding how music  works.
 
It is the harmonica set up (where the notes live) that is the  challenge.
 
A simplified version of harmonica positions may be - 12th position offers  
the same note relationships that 1st position offers, although, with 12th  
position, you need a stronger control of notes created through bending  
techniques.
 
First position on a "C" harmonica will give you C Major scale notes. 12th  
position on a "G" harmonica will give you C Major scale notes.
