I'll bet this handover was cleared well in advance for precisely the reason you mention.

Kenny Loggins presented President Clinton with a specially inscribed Joe Filisko harmonicain the mid-1990s (as shown on the cover of HIP No. 5) and now Stevie Wonder has apparently presented President Obama with what is probably a custom-made Frank Huang harmonica.

I wonder whether any other recent presidents have been presented with specially made harmonicas.
