It's neither chord tuning not true solo tuning, whcih would have double C's and the same blow-draw layout for each octave.

it's the standard Suzuki (and Asian) note layout that gives all notes of the scale in every octave (except the high B on some models), but shifts the blow/draw relationships as it goes up. You can find the tuning layout here:
