On the overblow.com scale finder it is #11.21. It's a great custom tuning because only hole 1 blow and draw is different so it is not so hard to play! Real cool sounding blow and draw cords and your right about the hole 1 draw bend (6 notes!!). If you have heard Carlos del Junco playing the song B Thing then you have heard this tuning. I have head Lee using it live but not on any of his CD's.

Lee Oskar uses many custom tunings. You can find many of them at patmissin.com. Perhaps you're
referring to his blues tuning e the #1 draw bends down a huge interval? Pat made one of those for
me and its pretty wild.
