I thought some other cook would have answered Ron before this ;) and  my 
computer was down for a while anyway....but a double boiler can be "created"  by 
any two mismatched pots....even one old pot with another pot sitting atop and  
within it (as long as it rests on the rim and the base of the top pot stays a  
few inches above the bottom one....or at least suspended well above the 
bottom  of the second or base pot...
 
....water is then heated in the bottom pot....the item to BE heated is  
placed in the top one...(it's how chocolate is safely melted as well, if one  
chooses not to use the microwave)....this is a link showing what the real thing  
looks like...so should give you an idea of what you're going for:

....it's done over a low flame...and the top pot (for this purpose) should  
have a handle just for the safety factor...make sure to use oven mitts....have 
a  large lid handy to put over the top pot just in case.
 
..I don't believe SmoJoe's talking about heating it to boiling point?   
...just warmed enough to melt the vapo-rub?  If the pots are big  enough 
(comparatively speaking)...and the amount of vicks small enough in the  bottom....there 
should be no real problem if sufficient precautions are  taken. 
 
The water canNOT touch the bottom of the top pot.  The top pot doesn't  have 
to fit straight in either, but can even sit slightly askew. For  melting 
chocolate, or wax for candles, people often use metal mixing bowls as  the top 
"pot".
 
...and yes...dedicating a small old pot just for that purpose is  the best 
idea, as Tom said...

A double boiler is two containers, the bottom one for  boiling water  
and the top one for cooking/melting things without  scorching/setting  
stuff on fire. Department/hardware/cooking stores  would have them.

Vapo-Rub is highly flammable, especially heated up. Once  it catches,  
it's very hard to put out. I'd never do it around an open  flame, and  
electric burners really aren't any safer.

BTW, I  don't know if you'd ever get it clean enough to cook food in  
it after  melting Vapo-Rub.
