Thanks Winslow for that great explanation!  I guess the answer would have 
been more obvious if I were a chromatic player (maybe one day).  But I don't 
understand why having two C notes side by side would be so bad...the Richter 
tuning already has that situation with draw 2 and blow 3.  This may be 
completely off-topic, but pedal steel guitarist Robert Randolph uses a 
custom tuning on his guitar in which two consecutive strings are tuned to E. 
That way he can pull one and play the other straight for additional chords 
and solo opportunities.  Maybe there are similar methods possible on the 
harp.
