 I'll bet you have hooked the hot out (the pots center tap) to the ground on the guitar cable end.  You will get buzz when turning it down, but there may be no buzz when the pot is all the way up, correct?

Like Greg said there's more than one way to hook up a pot, but generally speaking you should have the mics element wires "one each" to each side of the pot and then the hot out (center tap)to the guitars cable tip.  Make sure the ground has continuity from the shell, the pots ground tap and the outboard device.

Now, depending on what side you hook up the elements wires to the pot will determine whether it's a counterclockwise or clockwise operation.  SOme like the CCW, but most mics are CW and it just makes sense to keep all your mics in the same direction so you don't turn one mic up the wrong direction before a solo and send the audience into the shreik faced expression.

Make sure your pot is not a linear pot because you'll get very little sound most of the way and all of a sudden the volume will jump up dang near full blast....not good!
