All he's saying is don't play behind everyone. Some harmonica players constantly enter riffs (even on top of a singer). Make sure you have space. Usually at the end of a phrase. Fit notes into empty spaces which would usually be charted with a rest of some degree of length. (Similar to a horn riff). But don't play constantly (as a rythm guitar, drums, bass or keyboard would). Harp is very attention getting and distracts from the soloist who is playing at the time. Wait your turn.
