It is not just that manufacturing is more expensive.
It is also that sales figures would probably drop.
Less people would buy complete reedplates and new
harps. It is anyway extremely hard to make a product
profitable. 
No way that any manufacturer used bolts if complete
reedplates are selling well. I would do the same.
By the way I have bolts to replace reeds. Surely it
would at least triple manufacturing costs, but perhaps
multiply it by five or more.
