I don't think so. Try a long b2, a long b6, or a long 4 over a major chord.
(Ex. - C#, Ab, or F over a C chord). They will all sound bad, being
half-step dissonances. You just can't play ANYTHING soaked with "emotion"
and pull it off. What's true is that you can play a lot more than you might
once have thought possible. But even in jazz they have a saying, "taking it
out" for when a musician fails to play over a chord in an intelligible way."
Beware of making categorical statements-they're often just plain wrong.
