This is not a general rule, Winslow.

Seydel makes its Chromatic deLuxe 'Classic' C in the middle of the range.
We move up to F then and down to G, like the Diatonics do.

In addition you can get the whole range down to LowC as well, which we name 
'Bariton'

(Making a custom Eb would be no problem at all)

I must confess that I should update the section with tables to make that 
more clear.
