Guy, in short, the answer is usually yes. 
  If u can play like howard levy, who seems to be able to  effortlessly play 
anything using any harp he has in his hand, what with his  mastery of the 
harp, overblows and overdraws, etc. , need is a matter of  choice.
  But for the majority of harp players who want to play  in the most common 
positions, that is 2nd, 1st, & 3rd, if the band  is playing in a flat key, u 
will most likely want to have the harp  that will allow u to play in those 
positions.
