When I read this and looked at the tuning diagram it didn't make 
much sense.  It wasn't until I went to reply that I got a properly 
formatted tuning diagram that in fact showed the E positioned 
properly above the G, indicating the 1 1/2 step blow bend possible 
on the #3.  

In the harp-l-archive yahoo group post the E (and the F on the line 
below, as well as the Eb and Gb on the lines indicating the whole 
step and 1 1/2 step draw bends) are aligned flush left.  This is 
probably because the display I was reading is in HTML, which 
compresses out multiple spaces unless they're specifically encoded 
as non-breaking spaces ( ).
