I dont think this answers your question, but I recently tried a K & M
neck rack and they are built much better than most racks.  I think it
is a little taller than my hohner rack and threfore is easier for me
to play.  It holds the harp firm in place and has little knobs instead
of wing nuts.  With my hohner rack, the harp always moves around- with
the K&M it stays in place.   They are good racks and are in your price
range.
