I hate to be the bearer of bad tidings dude but, he IS using a chromatic.  The song is in the key of Eb minor not Eb major, so Little Walter is just using the chromatic as a big blues harp and and playing in the key of Eb minor.  If you draw on a C tuned chromatic, with the button out, you get a D minor chord, it is how the harp is set up.  If you push the button in, you will get the chord a half step higher which is an Eb minor chord.  The song is actually in Eb minor so the chord work that Little Walter does is much easier to get to.  otherwise he would have to use the G natural in the song instead of the Gb he is using.  
Hey look on the bright side!!  Now you can add a chromatic to your arsenal.  Every blues should have at least one 12 hole in the key of C.  Thats what the blues that played chromatic used.
