Try tapping around with a rubber handled screwdriver (the rubber part) or
other rather soft "mallet like" device.  Could be a loose wire, bad tube or
transistor, reverb, cold solder joint, etc.

Does it crackle when just sitting there, or when you bang on it or otherwise
induce motion into it?  Try setting each tone control to its lowest setting
and see if that helps.  Turn JUST ONE all the way down, and if it doesn't go
away, turn it back up and try another.  If ONE of these gets rid of the
problem, the crackling is coming from that tone circuit.  Fender often uses
a unique tone control circuit, a lowpass/bandpass/highpass preamp rather
than a "true" tone control (boost/cut), so we can use this to our advantage
in localizing the problem.
