This is one of the best answers I've heard yet.  The problem is that the
"theory" answer isn't really true.  That is, there are a lot of things that
don't "fit" the music theory definition that I would call blues.  Someone
else might not call it blues.

Not to be a PIA, but you might want to search the archives of Blues-L for
any number of tediously exhaustive threads on this subject.
